Cannot install themes in Phoenix .5. 
Downloading themes to hard drive and using "install other themes - local file"
won't install theme. Even after moving to C:\Phoenix\Chrome where other themes
are located.
Using "install - Click here" from referenced page will not install themes.
As an aside only "Classic" theme is available. Changing to "Modern" does not
make any change in Phoenix. "uninstall classic" and "uninstall modern" buttons
are greyed out.

Steps to Reproduce:
1. Try to install a theme

Actual Results:  
Themes did not install. Unable to change from "Classic" to "Modern."

Expected Results:  
Should install and change themes as expected.
