Details

Per https://github.com/privacycg/CHIPS#storage-access-api, the CHIPS cookies should be available regardless of the storage access permission. The CHIPS cookies should always be sent if storage access is not granted. But it's unclear where the storage access is granted. This bug is to tackle it.
