Based on discussion in element, we should not have these kinds of tasks running tier 3. So let's bump it up to tier 2 (or specifically, just remove the tier added in Bug 1846849, as it should default to tier 2 like the other toolchain builds)

This is a very small change and somewhat related to Bug 1867068 so I will just do this in that patch.
