Steps to reproduce:

With a session containing tabs and windows, and with "Open previous windows and tabs" disabled in about:preferences, close Firefox and then re-open it

Actual results:

Firefox opens with the previous session restored

Expected results:

Firefox should open with a new empty session

The Bugbug bot thinks this bug should belong to the 'Firefox::Session Restore' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.
