Environment:
Operating system: OnePlus 6 A6000 (Android 11)
Firefox version: Nightly 123.0a1-20240110213539

Preconditions:
• US VPN might be needed
• ETP set to STRICT
• Clean profile

Steps to reproduce:

1. Go to https://help.target.com/help/subcategoryarticle?childcat=Current+promotions&parentcat=Promotions+%26+Coupons&searchQuery=search+help
2. Scroll up/down the page for a few seconds.
3. Open and collapse some drop downs if the button does not appear.

Expected Behaviour:
"Chat Now" button gets displayed at the bottom of the screen.

Actual Behaviour:
"Chat Now" button does not get displayed.

Notes:

1. Screen rec attached
2. Reproducible on Firefox Release as well
3. Not reproducible with Standard ETP
4. Same behaviour in Private mode
5. Issue found during WebCompat team [Top100] websites testing
