• Affected platforms: macOS 13, Windows 10 x64, Ubuntu 22.04.

Preconditions

• 'screenshots.browser.component.enabled' is set to true in about:config.

Steps to reproduce

1. Open a new tab.
2. Drag the tab to create a new window.
3. Enable Screenshots in the newly dragged tab and click on "Save visible".
4. Observe the "Save visible" preview dialog.

Expected result

• The "Save visible" preview dialog should be properly displayed.

Actual result

• The upper part of the preview dialog is not visible, and the buttons are cut off. Please see the screenshot for more details.

Regression range

• This is not a regression, it's reproducible only when enabling the component version of Screenshots.

Additional notes

• The same behavior is encountered when the "Save full page" option is clicked.

:sbadau, if you think that's a regression, could you try to find a regression range using for example mozregression?

The bookmarks toolbar area is on top of dialogs when the Bookmarks Toolbar > Only Show on New Tab is checked.

I will attach some pictures showing the issue.

*To reproduce toolbarOverContent
Make sure Bookmarks Toolbar > Only Show on New Tab is checked
Open a new tab on the New Tab page
Drag the new tab to a new window and the settings icon will be partially hidden by the toolbar.
