When download .xpi file in Fenix, should ask user install it or not, like Firefox desktop

Steps to reproduce:

Download an .xpi file from github, for example, https://github.com/gorhill/uBlock/releases

Actual results:

Fenix ask if download file or not.

Expected results:

It should ask if install add-on or not.

I was able to reproduce this issue on Firefox Nightly 124 from 2024-02-15 and Firefox RC 123.0 using a Samsung A32 with Android 13. I confirm that the app displays a download confirmation message instead of the installation confirmation message which is specific to add-ons installed from other sources than addons.mozilla.org.
