Simon, have you noticed any trends in the use counter data? Do you think usage of this feature is still too high to try unshipping?

For Firefox beta it seems stable at 0.002% between v118 and v120

Nightly is between 0.002% and 0.005% between v118 and v121

Chrome's use counter is around 0.002% for December and January

Analysis by Chromium engineers is showing that this mechanism probably can't be removed, so WONTFIX for now. Maybe in another 10 years we can try again.

Use counters in Firefox and Chromium are showing that
this mechanism can't be disabled in release.
Let's re-enable in nightly and early beta.
