1875175 - Addresses and Credit-Cards engines do not re-upload existing records after disabling and reenabling the engine

Description

STR:

• Have some addresses and credit-cards, sync them.
• Disable the engines, "sync now".
• Re-enable the engines, "sync now".
• Connect a new device or use the about:sync addon to see what records are on the server.

Expected:

• All existing addresses and credit-cards are on the new device/server.
  Actual:
• They are not.

Sync ended up not resetting all sync metadata, so the engine assumed those records already were previously uploaded.
