1875186 - Add known-to-fail-for-now WPT tests for bug 1874947 and bug 1875182

I wrote WPT tests to demonstrate bug 1874947 and bug 1875182, as part of identifying/filing those bugs.

We might as well just land those tests, annotated as failing for now (depending on those bugs to get them passing).

Filing this bug for that.

These WPTs are testing two bugs (bug 1874947 and bug 1875182) that cause WPT
print screenshots to be captured. When those bugs are fixed, we can remove the
failure annotations in the .ini files here. In the meantime, these tests will
just give us some more code-coverage and will help us notice if we happen to
unexpectedly change behavior on these edge cases.
