The Win ME Task Bar does not show the open programs. If minimized, you cannot open up the program again.

The Win ME Task Bar does not show the open programs. If minimized, you cannot
open up the program again.
If I right click on the task bar, click "toolbars" then "explorer bar", error
dialog comes up for popupliller.dll. Once popupkiller disabled, taskbar shows
open program.
I uninstalled popupkiller but problem persisted but the right click on the task
bar, click "toolbars" then "explorer bar" method no longer works as the
"explorer bar" option is no longer present.
Reinstalled mozilla and brought system back with the right click on the task
bar, click "toolbars" then "explorer bar" working. But the taskbar will not
display open program icon on boot-up.
Reproducible: Always
Steps to Reproduce:
1. Boot-up
2. Open any program.
3. Taskbar will not show open program icons.
Actual Results:
Taskbar does not show open program icons.
Expected Results:
Taskbar should show open program icons.
