Steps to reproduce:
I opened site that uses desktop notifications in private window, e.g. https://www.bennish.net/web-notifications.html
I pressed button Authorize.
Actual results:
Web page complains:
Permission to display: denied
Expected results:
Firefox should ask to Allow.
When user presses Allow then web page setups desktop notifications and write:
Permission to display: granted
This way it happens in non-private window.

Notifications settings include mentioned site with Status=Allow
and checkbox 'Block new requests asking to allow notifications' is unchecked.
