Details
in the testcase, both upper and lower frame is center aligned. but the upper has
a vertical scrollbar while the lower don't. not like what the author want, the
two frame is not vertical aligned.
i find IE can keep them aligned in this case. Incredible:(
Can/Should we allow for vertical scrollbar's width when we compute center align?
