Details

I am reviewing many old bugs, and finding them in bad states (wrong component,
incorrect QA, etc.) If you've been here long enough, you know what kind of bug
staleness I'm talking about.

Most people have tolerated my corrections, but overall, they are hating the
bugmail on things they often perceive is irrelevant to today's problems. Doing a
"REOPEN, RESOLVE/correctly, VERIFY" is a triple bugmail spam attack that is
really unnecessary.

This should probably be given with some privs, I can see why you wouldn't want
everyone to do it.
