To help better understand the usage of the Debug Drawer and to have a metric to index over for release incidents, add a Glean probe for enabling the drawer. This will also help validate any glean metric reporting, when we later add event logging to the drawer.
As part of this work:
- Create the metric within
metrics.yaml(work with a data steward on the team if help is needed) - Plug the metric into SecretSettingsFragment
