Steps to reproduce

  1. On a Firefox window with enough tabs to make the tab strip overflow
  2. Set browser.tabs.cardPreview.enabled to true
  3. Hover a tab to show the card preview
  4. Scroll horizontally

Expected results

The tab strip scrolls (and I guess the card preview closes)

Actual results

The tab strip does not scroll

Set release status flags based on info from the regressing bug 1783521

:dwalker, since you are the author of the regressor, bug 1783521, could you take a look? Also, could you set the severity field?
