The desktop Suggest implementation relies on a configuration object stored in remote settings to determine the number of times the user can click "Show less frequently" in the feedback menu. Previously we've stored other info in this object like impression caps but currently we're not using it for anything else. We'll need to port this over to Rust, although I wonder if this config will be useful for mobile too down the road?

Tentatively taking this because it might make sense to fix this and bug 1877300 at the same time.
