Thunderbird needs to be able to check whether a given certificate can be used for encryption.
It shouldn't have to use NSS_CMSRecipientInfo_Create.
Wanted as a better fix for bug 1876931, to avoid embedding knowledge about algorithms supported by NSS in Thunderbird application code.
