These are the two failing WPTs:

• https://wpt.fyi/results/html/semantics/popovers/popover-light-dismiss-flat-tree.html
• https://wpt.fyi/results/html/semantics/popovers/popover-light-dismiss-flat-tree-nested.html

Currently no browsers pass these tests, but they are on interop2024.

This works around https://github.com/web-platform-tests/wpt/issues/41257
and enables the tests.
