[Experiment] Callout 1 is triggered after the user opts in Review Checker, turn off the feature, then opens and closes the Review Checker sidebar

Details
[Affected versions]:
- Firefox Nightly 124.0a1 - Build ID: 20240206095115
[Affected Platforms]:
- Windows 10 x64
- macOS 12.6.1
- Linux Ubuntu 20.04 x64
[Prerequisites]:
- Have a Firefox profile older than 28 days and set to the “release” channel.
- Set the
browser.search.region
pref to US. - Paste the user.js file in the Profile Folder from the “about:support” page and restart the browser.
[Steps to reproduce]:
- Open the browser with the profile from the prerequisites.
- Navigate to one of the supported websites and click on any of the products.
- Click the "Yes, try it" option from the bottom part of the Review Checker sidebar.
- Click the Settings drop-down from the Review Checker sidebar.
- Click the "Turn off Review Checker" button.
- Click the Review Checker toolbar button.
- Close the Review Checker sidebar.
- Observe what happens next.
[Expected result]:
- There is no Callout triggered by this action.
[Actual result]:
- Callout 1 is triggered and displayed.
[Notes]:
- According to Figma, no Callouts should be shown is the user turns the feature off.

Closing the issue since the RC feature is turned on again when opening the sidebar, so the appearance of the Callout is expected.
