1879322 - Outline panel keeps showing "Loading..." forever when loading a first source until reselected

Steps to reproduce:

1. Open a tab and loading any page containing JS code
2. Open the DevTools panel and selecting the debugger
3. Make sure that no JS file is open - if there is close all files and re-open DevTools
4. Select the Outline pane of the debugger
5. Click on "Go To File" and select one of the suggeted files

After step 5 I would expect the outline pane to show the details of this JS file, but it keeps showing Loading.... You explicitly have to select a different pane like Source and get back to Outline.
