Steps to reproduce:
This issue has been going on for at least 1 year and is still present in latest Nightly 124.0a1

- Open the console and turn on Responsive Design Mode
- Change the size to any size (1280x800 for example)
- Change the DPR to 3
- Right click and select Taken Screenshot, then select Save Visible
Actual results:
- The resulting image is a fully transparent PNG with the actual screenshot occupying a third of the size on the top left corner
Expected results:
- The resulting image should have been a full high density screenshot occupying the entire screenshot canvas

I can confirm this issue with latest Nightly 124.0a1, Beta 123.0b8, Release 122.0.1 and Esr 115.8.0 by following the STR from comment 0. Tested with macOS 10.13.
Chaning the bug status to "NEW".

This is fixed in nightly, now that the component pref is defaulting to true.
