When the user is on the homepage and has clicked on the URL toolbar, and they haven’t entered/typed in any search query, this state should be used.
This state is also possible if the user has removed the URL/Search query using the ‘X’ button when they are on Search - typing/editing state or the Search/Selected/Filled state.
The toolbar design for tablet is used for screen sizes 600px and up.
State Change: When the user starts typing in the search text field, the state switches to Search-Typing/Editing.
Rules for Toolbar border: Based on placement(top/bottom) of the URL Toolbar, there are specific rules for border of the toolbar.

after some testing, I think this can be closed as “already done” since the changes to colors were in other tickets.
