The team recently discussed offline adding explicit stakeholders to RFCs with verbal consensus. Draft an RFC proposing this change and any related updates and artifacts so that there can be a comment period and external awareness.

Hi Matt, can you explain what this has to do with Firefox General component? This seems like it'd supposed to be for android by the whiteboard tag?
