STR:
- Set "Combine taskbar buttons and hide labels" to "Never" in Windows 11 taskbar settings.
- Open Nightly.
Expected:
First window's taskbar entry has a label like other applications.
Actual:
First window's taskbar entry only has an icon.
Label appears after opening a new window or a different application.
Workaround is to set browser.startup.blankWindow = false
.

Bug 1870512 changed the behavior of the taskbar label but it is not a regressing bug. The apparent regression was due to first launch showing two taskbar icons, the first without a label when previously it did not.
