187986 - regression - Shift+Tab doesn't work when in Subject for compose window

Using trunk build 20021227 on mac osx only, shift+Tab to go backwards through
the Compose window doesn't go to the Addressing field it highights the Subject.
 More Shit+tab does nothing but highlight the subject.  May be the same as
186701 or global, not sure yet.

1. launch app
2. open a compose window
3. type something in address then tab to subject and type 
4. Shift+tab  

Result- highlights the subject
Expected - should move up to addressing field

Note doesn't matter if you continue to the message body then try to get back to
addresses using shift+tab it stops at subject.

OK with 7.01rtm build  11-29 build was broken too, not sure when it broke
