1880157 - enable pr actions for translations training repository

Three things are required for this:

1. Updating to taskgraph 7.3.0 or higher (happening as a side effect of https://github.com/mozilla/firefox-translations-training/pull/377)
2. Adding the pr-action feature in https://hg.mozilla.org/ci/ci-configuration/file/tip/projects.yml
3. Updating .taskcluster.yml with a patch similar to https://github.com/taskcluster/taskgraph/blob/main/.taskcluster.yml, so that scopes, variables, etc. are all set correctly for an action task from a PR

You might want to land 3 before 2, so that hooks get created for the new .tc.yml as part of deploying the ci-config change.
