Currently mach manifest skip-fails can only handle TOML manifests.
The WPT tests are currently not handled and so the purpose of this
bug is to implement preliminary support for WPT.
The goal is to use mozci to find failing WPT tasks and then
look up the details of each failure in public/test_info/wptreport.json
from the task artifacts. Then a new (or edited) manifest (INI)
will be proposed in the corresponding metadata directory location
for each failing file.
