Details

Win32, plaintext compose.
Prefs, select Debug | Gfx scrollbars

I don't see any scrollbar when composing new mail,
or replying to a message. This makes it hard
to read mail! If gfx scrollbars go primetime,
this would be dogfood.
On Mac, I correctly get a gfx scroll bar in plaintext mode.

I try it using plaintext compose window to compose new message and reply to
message, the gfx scroll bar  is there.
