This bug is for adding some documentation on the cpuTime metric to our docs. It should contain information about where/how it's gathered by default, the gather_cpuTime setting for turning it on in other tests, and what the metric means (or how it's calculated).

Ideally, we should add the documentation on the metric to perfdocs but we would also need to get the metrics documentation generated (that's currently a WIP): https://searchfox.org/mozilla-central/source/testing/raptor/raptor/perfdocs/config.yml#8
