With the upcoming android monorepo changes, we need to verify that our test harnesses work with virtual android devices. At the same time, we should build some documentation on how to run tests with these.

Yesterday, :kaya, and I were able to get mach raptor to run tests on an emulator without any changes. We were only able to run geckoview example, but it should be possible to run fenix tests there too. The only thing we needed to make sure was that the emulator was visible through adb devices, and that it was the only device visible there.
I've tested this on my linux machine, but I wasn't able to get an emulator working. I'm going to try on my windows machine when I get a chance.
