By default, URLs invoked from outside the browser open in currently selected browser window/tab; should be a new window or tab if tabs in use

Details

User-Agent: Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; rv:1.3a) Gecko/20021207 Phoenix/0.5 Build Identifier: Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; rv:1.3a) Gecko/20021207 Phoenix/0.5 With Phoenisx as the default browser, invoking a URL from another application opens that page in the last used browser window or tab; it should, at least by default, open in a new tab. (This is a particular pain when the last window used was a popup with no toolbars). Reproducible: Always Steps to Reproduce: 1. Load a page like http://go.icq.com (which opens a Java ICQ client in a small popup window) 2. Switch to your mail client and cick on a clickable URL 3. Watch page load into suddenly awkward 150 pixel-wide window, and try to get the Java applet back without crashing it ... Actual Results: (as described) Expected Results: Opened a new browser window or tab if there is a tabbed browser window open and loaded page into that.
