Steps to reproduce:
activate firefox parameter "open previous tabs and windows" (translated from french version)
open 2 windows with a few tabs
in Windows bar menu, right click firefox "close all windows"
open firefox
Actual results:
Only one window and its tabs is opened
Expected results:
All previous windows should have opened like stated in the parameter (at least in french)

I was able to reproduce your issue on Win10x64 using FF builds 121.0-123.0, but according to this link https://support.mozilla.org/en-US/questions/1341031 this is the expected behavior in case you close firefox using "close all windows", all windows will be restore only if you use 'Exit' from application menu.

Monica: no, that SUMO article describes expected behavior on Mac (due to the fact that closing an application and closing all its active windows are customarily two different things on macOS).
