Once we've migrated back to mozilla-central, shipping new GeckoView builds to Maven is something that should happen as part of the regular nightly/release ship graph as they're just more artifacts that need publishing. I can't see a scenario where we'd want to do one without the other, so leaving ship_geckoview as a separate task/hook just seems unnecessarily complicated & confusing.
Note that depending on when exactly this gets done, we may still need to support triggering the ship_geckoview hook on Beta/Release in support of the Fenix releases still shipping from GitHub.

Ryan, I just want to confirm we'd move ship-geckoview to run during the ship phase of firefox-android instead of the promote phase of desktop (which changes the timing of when geckoview is on maven.m.o by up to a week for rc builds)?

That aligns with when we publish AC artifacts to Maven? If so, makes sense to me. No need for GV to be on Maven earlier now that we don't need them so we can build & ship an RC for another project.
