We would like to render certain canvas samples and use them, in conjunction with other collected data, to determine what settings are and are not affecting canvas, and what we can possibly hold constant to reduce canvas entropy.
Collecting this data basically requires us to create an HTML page, do stuff in it, and then put that data into telemetry - so this bug tracks creating the infrastructure to do this.
