Details

FML supports defining sub manifests that are included in the parent, so that each component can have its own features. This will help us reduce the size of the manifests, as well as put sub manifests in directories owned by the features' owners, which will encourage them to manage their own features (and, e.g., not flag nimbus peers for manifest review when unnecessary).
