1882601 - setAndLockPref of relevant content analysis enterprise settings

The following enterprise settings must not be overridden by local pref settings. They need to use setAndLockPref in Policies.sys.mjs:

Pipe name: browser.contentanalysis.pipe_path_name
Pipe per-user vs per-system: browser.contentanalysis.is_per_user
Whether to display notification of DLP "Blocked" results: browser.contentanalysis.show_blocked_result
Default to "Allow" when DLP is enabled in policy but unavailable: browser.contentanalysis.default_allow
Timeout: browser.contentanalysis.agent_timeout
Allow/Deny Lists: browser.contentanalysis.allow_url_regex_list and browser.contentanalysis.deny_url_regex_list
