iscript and signingscript vendor createprecomplete.py from gecko to update the precomplete file after widevine signing, which caught us unawares in bug 1882322. It's also not labeled as vendored.

I'm thinking we could just add "remove" entries for the .sig files we create instead of recreating the precomplete file with a possibly outdated copy of the generation code.
