Docs have been failing to build on ReadTheDocs since February 26th:
https://readthedocs.org/projects/socorro/builds/23565248/
I think ReadTheDocs is building with the wrong version of Python and we need to update it in .readthedocs.yml.
I added obs-team@mozilla.com as an email notification so we'll get notified next time rather than have it silently fail.

After merging the PR, I verified that the Socorro docs build worked:
