When I export a certificate I got from an Microsoft Application to a p7b file, I
can import it using "All files" with the Mozilla Manager. 

But nothing happens.  Therefore my suggestion:

1) Warn the user when a file is used for import that doesn't contain a useful
certificate.
2) Do not only say "Certificate Files" but append "(*.crt, *.cer, ...)" as file
type.

Apparently this still exists. I tried importing a js file, got no feedback.
