Modify the following pref via about:config: browser.search.region set to US
Have some saved credit cards

Steps to reproduce:

1. Go to: https://www.apple.com
2. Add a product to the cart and proceed to checkout.
3. Continue as a Guest Checkout
4. Go to Shipping Address and tap on the first name checkbox.
5. Observe the behavior.

Expected result:

The dropdown list for selecting an address is displayed on the first attempt.

Actual result:

The dropdown list for selecting an address is not displayed on the first attempt.
