Steps to reproduce:
- Load the attached file.
- Open the Accessibility Inspector.
- Hover over the "fieldset" in the accessibility tree.
Actual results:
- Yellow icon is not displayed in the information bar.
- There is a message in the console:
Security Error: Content at resource://devtools-highlighter-styles/highlighters.css may not load or link to chrome://devtools/skin/images/alert-small.svg.
Expected results:
- The icon should be displayed.

I was able to reproduce the issue on Win10x64 using FF build 123.0.
Verified as fixed on Win10x64/Ubuntu 22.04 using FF builds 125.0b4 and 126.0a1 (20240326095207).
