Moving to Devtools::Netmonitor, Necko will complete this with support from Devtools team.

Does this cover the issue that devtools shows gibberish string for zstd-encoded response, or should I file a defect bug? (Showing gibberish is a defect IMO, it could instead say "zstd is unsupported right now" for a short term.)

Dylan opened a new bug instead of using this one... if it's still gibberish, that's a bug in the patch, so file a followup.
