Steps to reproduce:
I configure Mozilla (ver: 115.8.0esr) to delete all cookies when closing the browser, there are no exceptions, everything is deleted.
I open different sites. and I'm also opening a website https://mail.ru/
I'm closing the browser
I'm starting the browser again
I'm looking at saved cookies
Actual results:
I see that all cookies have been deleted except for the site https://mail.ru/
Expected results:
all cookies must be deleted, including from the site https://mail.ru/
there are no exceptions for deletion, everything should be deleted. you save cookies, but this should not be the case.

What setting do you use to delete all cookies when closing the browser? There are a couple of ways to do it and the behavior differs.
When you start the browser do you restore the previous session, either manually or through the start option to restore previously open windows and tabs?

This is the setting that automatically preserves sessions. Is this on?

My primary assumption is that you have checked the box for the Russian equivalent of "Delete cookies and site data when Firefox is closed". A little further down that same Settings page is a "History" section. Do you have the default "Remember History" setting, or did you change it to "Never remember history" or a custom setting?
I'd like to rule out an unlikely possibility:
Your nodel.png screenshot shows the dialog brought up by the "Manage Data..." button. Right below that button is a button that will have a title that means "Manage Exceptions..." (I apologize I don't have access to our Russian translation right now). Does mail.ru appear in that dialog? Like I said it's unlikely, but if you did set it at some point that could override the deletion for that one site.

Is the website on your allow list in the "Manage Exceptions" dialog from about:preferences#privacy -> Cookies And Site Data? Its possible that you added an exception for this website and so it isnt being cleared
