The refs in the infra reftest-zoom tests assumes https://searchfox.org/mozilla-central/rev/b60cb73160843adb5a5a3ec8058e75a69b46acf7/modules/libpref/init/StaticPrefList.yaml#8980 is enabled, which is not the case in beta. we need to ensure the tests are executed with the flag on.

Some references rely on the CSS zoom property and reftest would fail
when the flag is disabled.
