Steps to reproduce:
I wanted to download a new update from VueScan (https://www.hamrick.com/download.html?dl=1).
Actual results:
When download finished, Acrobat wants to open the .dmg-file
Expected results:
I found the reason why that happend: In Preferences/General/Files and Applications/Applications under Type: Portable Document Format (PDF) (binary/octet-stream) was first "open with Acrobat". I changed that in "open with DiskImageMounter" and the mistake was gone.

I can't reproduce this issue on macOS 13 using the latest Nightly 125.0a1 or Firefox 115.8.0 ESR. The issue seen might be due to a setting change that was made at some point.
Detlev, could you please try to reproduce this issue on a new profile? You can find more details on how to do this here.

I changed to a new profile, but there are less funktions in the Applications unter Type:
Type Action
AV1-Bilddatei (AVIF) Open in Firefox
Extensible Markup Language (XML) Save file
mailto Open with Outlook (Standard)
Portable Document Format (PDF) Open in Firefox
Scalable Vector Graphics (SVG) Save file
WebP-Grafik Open in Firefox
I don't know, how and when the other types which are in my Firefox came into.

Actions are automatically added as different file types are downloaded or opened in Firefox.
Detlev, are you still experiencing this issue on the new profile you created?
