Background
With issue 1861445 we added support for the runtime.onPerformanceWarning event. However, the only test coverage for the event so far is under the desktop (browser/) directory which doesn't cover Android. We should add XPCShell tests or similar, to help ensure the event will work correctly on Android.

The tests for the recently added runtime.onPerformanceWarning
