This is similar to bug 1823658 and https://github.com/web-platform-tests/interop/issues/380, where the test needs an update to match the spec.

As discussed in https://github.com/web-platform-tests/interop/issues/380, the
pointer boundary event should be fired only when the hoverable pointer is
actually moved.
