Bottom border of the Download dialog box is incorrectly redrawn, so that
buttons, such as OK, are partially obscured after I click on the Choose button
and browse for an application to open a file with.  Happens ALMOST every time if
I choose any executable from anywhere in Program Files, but NOT if I choose
Visio32.exe from the Visio folder!

Reproducible: Sometimes

Steps to Reproduce:
1. File|Open File ... pick something not auto-recognized, like a .ppt
2. Click Choose ... browse and select any executable
3. Note bottom of dialog is truncated (amount of cut-off varies randomly)

Actual Results:  
Bottom of Downloading dialog box is truncated.  Half or more of action buttons
at bottom of dialog box will be obscured.

Expected Results:  
Download dialog box should be redrawn to original size.
