1885425 - Missed sent tab from desktop to Fenix cannot be forced to arrive

Steps to reproduce

1. Disable Notifications for Firefox on Fenix at the OS level
2. Send tab A from desktop to Fenix
3. Re-enable notifications on Fenix
4. Send tab B from desktop to Fenix

Expected behavior

5. Tab B and tab A arrive
   -or-
6. Tab B arrives
7. Tab A arrives when "Sync" is pressed from the synced tabs tray

Actual behavior

5. Only tab B arrives

Device information

• Firefox version: on Android: 123.1.0; on desktop: 123.0.1
• Android device model: Sony Xperia, D5803
• Android OS version: 6.0.1

I'm mildly skeptical of this - is it possible tab A failed to arrive due to the push migration?

np - it should be kinda impossible for tabb to arrive without taba, but "kinda impossible" is worth checking :)

6. Tab B arrives
7. Go to account settings, click on Sync Now
8. Go to remote tabs, click on Sync
9. Tab A does not arrive

This also makes me wonder if tab A does arrive, but the notification for it goes directly into the notification tray, or isn't shown at all. Since we don't open sent tabs until the user taps on the notification (bug 1810642), it looks like the tab just didn't arrive—even if the command made it to the FxA server, and Fenix got it 😔
